Special Populations

As FLEx Virtual High School begins welcoming students across the state of Texas, Pasadena Independent School District is committed to thoughtfully supporting special student populations within the scope of a high-quality virtual learning model. FLEx collaborates with Pasadena ISD’s Department of Special Education and other district teams to review individual student needs, determine appropriate supports, and implement required accommodations for eligible students when they can be effectively delivered in an online environment.

 

Services and supports are designed in alignment with each student’s individualized documented needs, while also considering the unique instructional structure of a fully virtual setting. Some specialized services—particularly those requiring intensive, hands-on, or language-based support—may be limited in a remote context. In such cases, FLEx works closely with families to ensure students are in learning environments best suited to their needs.

 

Our goal is to foster an accessible and inclusive virtual learning community that provides rigorous coursework, meaningful instructional engagement, and appropriate supports for students who can be successful in an online setting, while maintaining a commitment to continuous growth in our ability to serve diverse learners.

 

  • FLEx PVS is dedicated to serving identified Gifted and Talented students through a carefully curated program of rigorous, college-preparatory coursework.  We leverage the flexibility and personalization inherent to virtual learning to provide advanced students with accelerated pathways, expert instruction, and meaningful academic challenge, ensuring that high-achieving learners continue to thrive in a dynamic, technology-enabled environment. 

     

     

  • FLEx PVS is committed to providing every student with access to a high‑quality, inclusive virtual learning experience. For students who typically receive instruction in the general education setting, FLEx PVS offers individualized accommodations and supports to help them thrive in an online environment. Certified staff partner with families and campus teams to deliver IEP‑required services within the virtual platform. At this time, FLEx PVS does not provide an alternative curriculum. 

    For students who receive special education services, an Admission, Review, and Dismissal (ARD) committee meeting is required prior to enrollment. During this meeting, the ARD committee will review the student’s Individualized Education Program (IEP) to determine whether it can be appropriately implemented in a virtual setting. The team will also discuss any supports or adjustments needed to ensure the student continues to receive a Free Appropriate Public Education (FAPE) in the virtual environment. 

    Our goal is to collaborate closely with families to make informed decisions that honor each student’s unique strengths and needs. If you have questions or would like to begin the process, please contact your campus special education team. 

  • FLEx PVS will provide students with disabilities the educational services, supports, and accommodations necessary to ensure equal access to and participation in its educational programs, in accordance with Section 504 of the Rehabilitation Act of 1973 and applicable state and federal law. 

     

    Because FLEx PVS provides instruction in an asynchronous, virtual learning environment, the Section 504 Committee may review and, when appropriate, revise a student’s Section 504 Plan to ensure that accommodations remain effective and appropriate for the instructional setting.  Accommodations will be determined on an individualized basis and are designed to provide students with disabilities equitable access to learning opportunities comparable to those provided to students without disabilities. 

  • The Pasadena Independent School District's Multilingual Programs prepare students to leverage their linguistic and cultural richness to fulfill their potential as effective communicators, global citizens, engaged collaborators, innovative thinkers, and self-directed learners. 

     

    Emergent bilingual students who are not new to Texas: Students previously identified as emergent bilinguals (EBs) in a previous Texas district who enroll at FLEx  Virtual High School, will continue to receive targeted language instruction, accommodations, and ongoing support from certified ESL teachers. These services ensure consistent and effective delivery of English language development, academic content support, and LPAC monitoring. 

      

    Emergent bilingual students who are new to Texas: Students who have a language other than English indicated on their Home Language Survey will need to be tested for language proficiency.  You will be contacted by a member of our team to schedule testing.

  • FLEx PVS provides academic and behavioral interventions to support students who require additional instructional assistance to be successful. Interventions are coordinated by qualified instructional staff and implemented through the District’s Multi‑Tiered Systems of Support (MTSS) framework. 

    Intervention strategies and programs are designed to meet individual student needs and may include targeted supports delivered in the virtual learning environment. Student progress is documented and monitored on a regular basis, and instructional adjustments are made as needed based on student response to intervention data.
